    Culture, History & Festivals Sullivan Annual Rotary Corn Festival The 2025 Festival will be held Wednesday, September 17 through Saturday, September 20. The parade on Section Street starts at 1 p.m. on Saturday. It begins at Sullivan High School and continues south on Section Street to Dollar General. The Festival offers many avenues for entertainment including a great carnival, vendors, food, and the annual Turtle Race. With the exception of the parade and music, every activity is centered on the City Square. The concerts are on the plaza each night beginning at 8:00 p.m. The cost is $20 per night or $40 for a 4 day bracelet, but free to 16 and under. Plaza gates open at 6:00 p.m. CASH ONLY AT THE GATE FOR ENTRY FEE! The festival continues to offer outstanding professional music groups each night. Bring your own lawn chair down to Sullivan Central Plaza. You will have the opportunity to enjoy top-rate music without having to drive out of town.     Building Commissioner Welcome to the office of the Building Commissioner for the City of Sullivan. Our mission is to ensure all construction, remodeling, vacant land upkeep, and infrastructure improvements within the city comply with state and local codes—promoting safe, attractive and functional development while working cooperatively with residents and contractors. Brian Pound serves as the City of Sullivan’s Building Commissioner , appointed by the mayor to a four-year term. With many years of hands-on experience across all areas of the construction industry, Brian brings deep knowledge and practical insight to his role. He ensures that all construction, remodeling, and property maintenance within the city meet state and local codes. What We Do Review and issue building permits for new construction, renovation and demolition. Investigate complaints concerning property maintenance, health & safety, overgrown lots and other nuisance violations. Inspect properties regularly to ensure zoning and city code compliance. Advise property owners, contractors and developers on code requirements, project planning and permit processes. Code enforcement When a Permit is Required You’ll need to apply for a permit in advance for work such as: New construction of any building or structure. Relocating an existing structure. Major remodeling that changes the structure (e.g., adding or removing load-bearing walls). Building a room addition, covered patio, deck or gazebo. Installing an in-ground or above-ground pool or exterior spa/hot tub. Changing fuel/energy sources (for example a furnace or water heater) or installing a new wood-burning stove or fireplace. Modifying the roof pitch or slope of a structure. When a Permit is Not Required You typically do not need a permit for work like: Replacing doors or windows provided the opening size isn’t changed. Installing/replacing siding, soffit, trim or insulation. Painting, wallpapering, installing floor coverings or cabinets/shelves (when no structural or code-changes are involved). Replacing an attic fan, bath fan, or range hood fan if the opening remains unchanged. Replacing appliances, fixtures, traps or valves in an existing plumbing system. Replacing a water heater with a model that uses the same venting/energy type. Removing shingles and re-roofing if you do not change the roof’s pitch or structural framing. Homeowners should apply if they are completing the work themselves on their own property. This includes projects such as room additions, garages, decks, or small remodeling jobs that do not require a licensed contractor. Licensed contractors must apply when they are hired to perform the work. The permit should be issued in the contractor’s name, as they are responsible for ensuring the project meets all state and local building codes. Property owners hiring multiple contractors (for example, a general contractor, electrician, and plumber) should make sure that each contractor obtains the necessary permit(s) for their portion of the work. Developers and business owners undertaking new construction or tenant build-outs must apply before work begins, often through a licensed contractor or project manager. Building permits are required to protect both the property owner and the contractor. They ensure that work is done safely, inspected properly, and compliant with the City of Sullivan’s codes. Our mission is to provide well-maintained, inviting green spaces, recreation facilities and aquatic amenities where residents and visitors of all ages can relax, play and connect with the outdoors. From our 50-acre City Park to the seasonal City Pool, we’re committed to safe, accessible, fun offerings for the entire community. Cody McKinley serves as the Superintendent of our Parks & Recreation Department , appointed by the Mayor to lead operations and maintenance for the park, pool and recreational facilities. Under his leadership the department focuses on responsive service, clean and safe amenities, and enhancing our parks to serve Sullivan’s needs today and tomorrow. What We Offer Our department manages and maintains the City Park, the City Pool Complex, and associated recreational amenities located at the 600 block of South Main Street, just six blocks south of the Courthouse Square. Key features include: The 50-acre City Park with paved paths, large open lawns, tree-lined settings and year-round access. Aquatic facility: City Pool entry fee is $5, with children age five and under admitted free; season passes and private rentals are available via our online portal. Recreation amenities: outdoor stage, playgrounds, tennis courts, soccer fields, softball and football fields, basketball court, pickleball court, picnic tables, shelter houses (open and enclosed). In addition, as a service to our City's residents, each bill Phyllis sends includes Republic Services, Inc., weekly trash pick up fees in Sullivan. Curb-side recycling service is available with pick-up every two weeks. Phyllis is always ready to answer your questions and assist you with any concerns you may have. Phyllis Graham is the City of Sullivan's Utility Clerk, and she prepares monthly utility bills for sewer fees and is responsible for collection. Sewer service is the City's only utility property's sewer fee , and the amount of each is based on the Sewer/trash bills can be paid at City Hall in person. Sewer/trash bill can be paid by mail. You may also place the bill stub and payment in the drop box outside by the entrance to City Hall (no cash in the drop box, please). To arrange for automatic debit service from your checking account, please call 812-268-6077. You may pay by MasterCard, Visa, or Discover credit card. You can conduct this transaction by phone, online by internet, or in person at City Hall. An additional charge of $3.95 or a minimum of 3% of the bill, whichever is greater, will be added to your bill by the charge card service provider to your charge total. In order to receive a sewer service bill, a resident is required to first contract service with Indiana American Water, Inc. , which can be reached at 800-492-8373. After this is completed, the Indiana American Water, Inc., will contact City Hall and you will be signed up for a sewer and trash account. How Does a Resident Receive an Adjustment to a Sewer Bill if there is a Water Leak? I f a resident receives a fee adjustment from Indiana American Water, Inc., for a water leak or other circumstance, the resident can then request an application for a fee adjustment from the City for sewer service. How can a Resident Get Trash and Recycling Services and Containers? Call Republic Services, Inc .,at 866-760-2182 to sign up, and container(s) will be delivered to you. What Happens if the Bill is Not Paid? Please contact the City Hall office if you cannot pay your bill for the month. We will work with youa s best we can within the guidelines we are, by law, required to follow.     Culture, History & Festivals City County Courthouse The City of Sullivan is the County seat of Sullivan County. The Sullivan County Courthouse is located in the center of our downtown City Square and is the center of activity for our town and our county . This Courthouse has achieved a designation on the National Register of Historic Places. Built in the early 1920's, the Courthouse is recognized for its Beaux Arts architectural style. Architects and builders were Walter Heath and John Bayard. The Courthouse has three stories and a basement. The beautiful rotunda spans the first through third floor and affords an interesting view from the bottom to the top of all three floors.

Mayor's Office 812-268-5464 Elected Officials Mayor · Mayor JD Wilson graduated from Sullivan High School in 1995. He joined the Indiana National Guard in 1996. Mayor Wilson started working full time for the National Guard in 2000. During him time with the National Guard, Mayor Wilson was deployed to Bosnia and Herzegovina in 2002 and to Iraq in 2003. He continued to work full time for the National Guard until retiring in 2019. During his time at the National Guard, he received a bachelor’s degree from Oakland City University in 2006. After retirement, Mayor Wilson starting working for the City of Sullivan as the Department of Public Works Director. Mayor Wilson has been married to Jaime Wilson for 19 years. They share four children who include Makenzee, Jacie, Easton, Harper, and one grandchild, Anslee. A Mayor's powers and duties, as dictated by the State of Indiana, include:: enforcing the Ordinances of the City and the Statutes of the State; statement of the finances and general condition of the City to the Common City Council, heretofore known as the City Council, at least once a year; attention to requests made by the City Council regarding City affairs; recommendations, in writing, to the City Council actions that the Mayor considers proper; arrangement of special meetings of the City Council when necessary; supervision of subordinate officers; filling vacancies in City offices when required; signing of all bonds, deeds, and contracts of the City and all licenses issued by the City; and approval or vetoing of Ordinances, Orders, and Resolutions of the legislative body (veto power, subject to City Council override, may be exercised on a line item basis on appropriations measures). A Mayor is also empowered by the State of Indiana to: appoint the heads of executive departments, employees of the departments, and many, if not most, board and commission members; suspension or removal of officers or employees appointed by the mayor; set the salaries of all appointed officials and employees (except police and firefighters and appointees of the Clerk-Treasurer) subject to reduction of salaries, but not increases of salaries, by the City Council; conduct the monthly meetings of heads of the departments, adopt the rules and regulations for individual departments, and arrange for unannounced audits of the accounts of each department; prepare the City budget for City Council review; serve as presiding officer of the City Council and casting a vote in order to break a tie.
